SAO PAULO, Brazil (AP) - More than 10,000 Brazilian troops are taking part in military drills to protect the nation's oil fields and offshore platforms
Brazil's official Agencia Brasil news service says the exercises will take place until Sept- 26 and will simulate military conflicts to control the nation's top oil fields

Members of the army, air force and navy are participating in maneuvers off the coast of three Brazilian states- Similar operations are conducted nearly every year, but not in this scale

State-run oil company Petrobras, or Petroleo Brasileiro SA, says the discovery of huge oil fields that could help Brazil become a major oil exporter- South America's largest nation is boosting its defense spending

Brazil Friday started the Operation Atlantic, a military exercise off the coasts of the states of Sao Paulo, Rio de Janeiro and Espirito Santo, where the country's pre-salt layer oil fields are located

The exercise, which will last until Sept. 26, is a way to arouse people's awareness on necessary means to protect the so-called "Blue Amazon," a 4-5-million-square-kilometer coast area

A total of 17 ships, 40 aircraft, 300 vehicles and over 10,000 troops from the Brazilian army, air force and navy will participate in the simulated warfare

In the exercise, the fictitious "Green Country," formed by troops from the states of Rio de Janeiro, Sao Paulo, Goias and Minas Gerais, will fight the "Yellow Country" of the states of Espirito Santo and Bahia

They are supposed to fight over the control of the oil platforms and fields in the area

"The Blue Amazon is as important to this country as our Green Amazon, the Amazon Rainforest," said commander of the maneuver Admiral Edlander Santos

The pre-salt layer fields have the potential to double Brazil's total oil reserves, which currently reach 14 billion barrels of oil equivalent

According to Admiral Santos, the maneuver will boost response of the Brazilian armed forces in case of major conflicts over the oil fields

"Do we have enough ships and means to protect those 4-5 million square kilometers of sea areas? That is what we will find out," he said

Brazil..s President Luiz Inacio Lula da Silva reiterated on Sunday his concern over the reactivation of the 4th Fleet by the United States

“I am worried about the US 4th Fleet, because it is going to go exactly where we have just found oil,” Lula told Argentinean journalists reporting on President Cristina Fernandez..visito to Brazil

Lula said he does not understand why the US government is sending its 4th Fleet on a medical aid mission, when neither Brazil nor any Latin American government have asked for such help

“On the other hand, our Armed Forces are fragile from the point of view on equipments- And Brazil is going to rebuild its defense industry,” he stated

Lula advocates for the creation of a South American Defense Council with a political conception to safaguard the region..s security

He pointed out that Brazil has no enemies, but “there could be somebody who wants war, and that is why we have to be prepared, to take charge of the security of our territory, and our region”

Recently, the Argentine government also voiced concern on the presence of the US military force during talks with US Pentagon chief Robert Gates at the 8th Conference of Defense Ministers of the Americas, in the Canadian city of Banff

The Venezuelan President, Hugo Chavez, also denounced the presence of the 4th Fleet during a South Common Market (MERCOSUR) meeting on July 1st

“This is another geopolitical topic, and we should ask the US government “What is this?”, Chavez said at the 35th MERCOSUR Summit in Tucuman, Argentina

Chavez insisted on not having any doubts that the 4th Fleet poses a threat, and advocated for stopping Washington..s interference in Latin America

BRASILIA, Brazil: Brazil and Argentina are ready to stop using U-S dollars to trade goods between them

Brazil's president tells the Buenos Aires-based Clarin newspaper that exports and imports between the two nations will be bought and sold in local currency — reals and pesos

President Luiz Inacio Lula da Silva did not say when the measure would take effect

Silva says the move will boost bilateral trade, which reached $US176 billion so far this year through July

During that time, Brazil sold more to Argentina than it bought, building a US$3 billion trade surplus

The presidents of Brazil and Argentina signed an agreement Monday to stop using the dollar in bilateral trade, but it will be up to traders to decide if they want to end use of the U. S- currency

Brazilian President Luiz Inacio Lula da Silva and Argentina's Cristina Fernandez hope the measure will smooth trade transactions between the two nations -- which are forecast to top US$30 billion this year

But it is unclear how many exporters and importers will decide to do away with the dollar when the measure takes effect in early October

Silva says it will reduce transaction costs for both exporters and importers, especially those operating on a smaller scale

Alexandre Barros, an analyst with the Brasilia-based Early Warning political risk consultancy, says the dollar's fall in the past year has prompted many nations to look for alternative currencies to use for trade
